Accelerate the construction of a European capital region, in alignment with the EU s Green Deal and the United Nations SDGs, inserted in a framework of international routes and platforms, which prioritises the valorisation of people and territory in the construction of a sustainable future, based on competitiveness and innovation, social cohesion, efficient management of resources and natural capital, culture, cosmopolitanism, sustainable mobility and integrated and polycentric development of the territory


 

Strategies and Instruments of Planning

The planning framework that supports the programming periods associated with the implementation of Community funds (FEEI - European Structural and Investment Funds) is based on a set of strategic proposals for the development of the Lisbon Metropolitan Area. These instruments are developed in conjunction with regional sectorial services, local authorities, actors in the scientific, economic and social system of the sub-region and are aligned with specific national and European guidelines for each cycle

Regional Strategy for AML

PAR 2014-20

It established the concrete goals to be achieved by 2020 in areas such as employment, education, energy use and innovation, constituting the central benchmark of Community policies until the end of this decade, with application running until 2023.

Lisbon Regional Strategy 2030

As a result of the work conducted by CCDR LVT and the Lisbon Metropolitan Area (AML), the document intends to affirm a vision for the development of this territory that is increasingly assumed as a metropolis that is intended to be more cohesive, sustainable and competitive.

 

Regional Strategy for Smart Specialization

RIS3 2014-20

It explores the starting capacities of the region and aims to promote the use of new opportunities, within the framework of national and international dynamics, and will be in use until 2023.

RIS3 2021-27

Focused on the innovation ecosystem, it provides a frame of reference for economic transformation and setting investment priorities for the next decade.

 

Lisbon Regional Operational Program

PORL 2014-20

Support instrument for the operationalization of development strategies for the Lisbon Metropolitan Area, which mobilises the financial resources available to leverage the investment of public and private agents in the region, until 2023.

PORL 2021-27

The preparatory work for the 2021-27 cycle is underway, with the Operational Structure of the Cohesion Policy and the Portugal 2030 Strategy already defined, which will be followed by the Partnership Agreement, a necessary condition for the presentation of the Regional Operational Programs. RCM 98/2020

 

Regional Promotion and Articulation

The pursuit of coherent public policies in the fields of economic, social and environmental development involves the concertation of national thematic and regional strategies and the operational articulation of the intervention of deconcentrated services, operating in the region s territory

PNPOT (National Program for Territorial Planning Policy)

Intersectoral Forum 

Led by DGT (Directorate General of the Territory), it aims to ensure the monitoring of the PNPOT and the elaboration of the State of Territorial Planning Report, contribute to the production of information about the territory and streamline the execution of policies contained in the Territory Agenda

 

IEFP Advisory Councils 

They monitor the activity of the IEFP (Institute of Employment and Training) Local / Regional Delegations and appreciate the respective Activity Plans, Budgets, Reports and Regional Accounts

 

Supra-Social Security Platform 

Concert produced around the social diagnoses and problems identified by CLAS (Local Social Action Councils), namely regarding the reinforcement of resources and planning of responses and social equipment at the supra-municipal level

 

Municipal Councils of Education 

They monitor the functioning of local education systems, proposing appropriate actions to promote their efficiency and effectiveness

 

Programs, Projects and Processes

Monitoring and operationalisation of Territorial Programs and Projects, of its own initiative, of the various governmental areas or of support to the municipalities, focusing on areas such as the environment, territorial planning, urban qualification, in view of the integrated development of the region. Consideration of the socioeconomic descriptor in the Environmental Impact Assessment processes

Circular Cities Initiative 

It aims to advance the Circular Economy Agenda, by promoting actions to train actors, capitalise on knowledge and communicate to raise awareness of this theme

 

Healthy Neighborhoods Program 

Participatory instrument that promotes health, social, economic, environmental and urban initiatives among local communities most affected by factors that condition health and well-being conditions

 

Environmental Impact Assessment 

Procedure that aims to predict the effects produced in the environment by a public or private project, and to safeguard that its implementation will be done in a sustainable way, avoiding or minimising negative impacts

 

Working Group - Live in the Interior 

The Work in the Interior Program, supports the geographical mobility of workers and their households to the interior territories. In this context, the Working Group Habitar no Interior (Live in the Interior) aims to operationalize national instruments of public housing policy, through the promotion of local and regional networks.
